Former Philippine Ambassadors The diplomatic representation of the Philippines in the Netherlands started as a Legation in February 1959 under then Minister Nicanor A. Roxas. He presented his credentials as Envoy Extraordinary and Minister Plenipotentiary to Her Royal Majesty Queen Juliana on 11 March 1959. Later, he was accredited concurrently a non-resident Minister to Belgium on 15 October 1959 and Luxembourg on 26 May 1961. In 1960, the Legation was elevated to Embassy level. On 27 May of the same year, Mr. Roxas again presented his credentials to Her Royal Majesty Queen Juliana, this time as the first Ambassador Extraordinary and Plenipotentiary of the Philippines to the Netherlands. Ambassador Roxas served until 1962 and was followed by a regular succession of Ambassadors, as follows:
