22 April 2021, The Hague – The Philippine Government, through the Philippine Embassy in The Hague, commended the valuable work of The Hague Academy of International Law in the teaching, study, dissemination and wider appreciation of international law. At a time of increasing rivalry and competition, interactions between States are best guided by international law, Philippine Ambassador to The Netherlands J. Eduardo Malaya conveyed to Professor Jean-Marc Thouvenin, Secretary-General of the Academy, during a courtesy call at the Peace Palace on 22 April 2021.
The occasion was the turnover of the Philippine Government’s contribution in the amount of USD 10,000 to the Academy. The United Nations General Assembly has cited the work of The Hague Academy, and regularly calls upon Member States and interested organizations to support its activities, particularly its prestigious summer courses. The Philippines is among 15 States that contributed to the 2020 and/or 2021 budget of the Academy.
“Through its history, the Philippines has been a strong advocate for international law and the rule of law in inter-state relations, as exemplified by having been one of the 50 original signatories of the U.N. Charter. International law has special significance for the Philippines and other developing countries, as it gives them an equal voice and vote as the big powers,” Malaya said. “We commend therefore the Academy for its significant contributions in fostering deeper appreciation for international law.”
The Secretary-General expressed gratitude to Malaya for the efforts “to associate your country to the well-being of The Hague Academy of International Law.”
The two officials exchanged views on possible collaborations on future projects, including in the Academy’s external program. Present during the call were Embassy Third Secretary and Vice Consul Marianne Bringas and Ms. Monique Legerman, Academy Deputy Secretary-General for Administrative Affairs.
Ambassador Malaya presented to Professor Thouvenin a copy of his book Philippine Treaties In Force 2020, an index of the some 3,600 subsisting international agreements entered into by the Philippines since 1946. The book was launched by the University of the Philippines Law Center in March 2021.
Malaya, who is also Vice President of the Philippine Society of International Law (PSIL), briefed the Secretary General on international law developments in the Philippines, notably the revival in 2017 of the Philippine Yearbook of International Law, the holding of PSIL’s National Conference in September 2018 and PSIL’s hosting of the 7th Biennial Conference of the Asian Society of International Law in August 2019, in partnership with the Department of Foreign Affairs and the University of the Philippines Law Center – Institute for International Legal Studies.
The Hague Academy of International Law, a “high-level teaching institution,” has offices at the Peace Palace in The Hague, which is also home to the International Court of Justice and the Permanent Court of Arbitration. Its governing body is the Curatorium, which is composed of eminent personalities in international law and currently headed by Professor Yves Daudet. The late Florentino P. Feliciano, Senior Associate Justice of the Philippine Supreme Court and Chairman of the World Trade Organization Appellate Body, was a member of the Curatorium.
Some 700 attendees of different countries, including the Philippines, attend the Academy’s prestigious “Summer Courses on Public and Private International Law” every year in July and August, which are delivered by the world’s most eminent and renowned professors of international law, judges and specialists. Since 1950, the Academy has awarded the Diplôme de l’Académie de droit international de La Haye to the most advanced attendees who qualify for the five-hour written and thereafter oral examinations administered by a Jury chaired by the President of the Curatorium. The only Filipino to win this honor is Raul C. Pangalangan, now a Judge of the International Criminal Court, who received the coveted Diplôme in 1987. END

07 April 2021, The Hague -- His Excellency J. Eduardo Malaya presented his credentials as Ambassador Extraordinary and Plenipotentiary of the Republic of the Philippines to the Kingdom of the Netherlands to His Majesty King Willem-Alexander of the Netherlands in ceremonies held on Wednesday, 07 April, at the Noordeinde Palace in The Hague.

After the presentation of his letter of credence, Ambassador Malaya and King Willem-Alexander expressed their shared commitment to further strengthen the friendly relations between their two countries and peoples. The Philippines and the Netherlands celebrate this year the 70th anniversary of the establishment of diplomatic relations.

Malaya was until recently Undersecretary of Foreign Affairs. He is also Vice President of the Philippine Society of International Law and the author or editor of nine books, including “Philippine Treaties In Force 2020” published in March by the University of the Philippines Law Center.
