REGISTRATION OF FILIPINO NATIONALS AT THE EMBASSY
All Filipino nationals in the Netherlands, regardless of their immigration status, are encouraged to register at the Philippine Embassy in The Hague. Upon registration, an Embassy ID will be issued free of charge. The Embassy ID serves as proof of the registration.

The Embassy ID is issued only at the Embassy, or in cases of consular outreach missions in other cities, by Embassy personnel. The Embassy does not authorize any individual or organization to register Filipino nationals on behalf of the Embassy. In addition, the Embassy ID is not one of the identification documents recognized by the Dutch authorities under the new National Identity Law that took effect on 1 January 2005.

Requirements:

1.  Personal appearance
2.  Presentation of valid Philippine passport
3.  Two (2) ID photos
4.  Duly accomplished Form for Registration of Filipino Citizens (download form here)
TUNGKOL SA EMBASSY ID:

Sapul pa noong mga taong 1990, ang Pasuguan ng Pilipinas ay nagkaloob na ng Embassy ID sa lahat ng Pilipino sa Netherlands na nais mag-rehistro sa Pasuguan, maging ano pa man ang kanilang katayuan sa bayang ito.

Nananawagan ang Pasuguan sa lahat ng mga Pilipino sa Netherlands, may legal na pahintulot o wala na manirahan sa bayang ito, na mag-rehistro sila sa Pasuguan. Ang Embassy ID ay katibayan ng kanilang pagkarehistro sa Pasuguan.

Ang Embassy ID ay ipinagkakaloob sa Pasuguan lamang o, kung kinakailangan, sa mga outreach mission ng Pasuguan sa ibang bayan ng Netherlands.

Walang ibinigay na kapangyarihan ang Pasuguan kanino man o sa ano mang organisasyon na magrehistro ng mga Pilipino sa ngalan ng Pasuguan.

Ang Embassy ID ay hindi kabilang sa mga dokumentong pagkakakilanlan (identification document) na kinikilala ng pamahalaan ng Netherlands batay sa bagong National Identity Law na nagsimulang nagkabisa noong ika-1 ng Enero 2005.

Ang Embassy ID ay walang bayad at apat lamang ang kailangan para makakuha nito:

1.  Ang aplikante ay dapat magsadya sa Pasuguan,
2. Pasaporte (orihinal at hindi kopya; valid pa o expired na),
3. Dalawang litrato, at
4. Pag-fill up ng application form (download form here)

A Travel Document may be issued to a Filipino national who lost his passport or does not have a valid passport and wishes to return to the Philippines. Travel documents will be issued ONLY by the Consular Officer if all the requirements as stated below are met. A Travel Document is valid for only thirty (30) days from the date of issuance and is meant only for direct, single-travel to the Philippines. Once it is used, it cannot be re-used or used for any other purpose.

Requirements:

1.  Personal Appearance.

2.  If available, photocopy of passport.

3.  Affidavit of Loss, if the lost passport is still valid.

4.  Photocopy of the airline ticket, e-ticket or booking confirmation from travel agency. The airline ticket must show that it is for direct travel to the Philippines with no stopovers in a non-Asian city.

5.  Birth certificate on NSO security paper.

6.  Three (3) recent passport photographs (color photos with white background). Applicant must be in decent attire.

The Embassy shall require the applicant to pay the costs of verification if applicant is unable to present a copy of his/her passport.

Fees:    Euro 27.00  (Travel Document)
            Euro 22.50 (Affidavit of Loss)
            Euro 22.50 (Verification)

Requirements:

1.  Copy of Approval of Naturalization as Dutch Citizen from the Ministry of the Interior and Kingdom Relations and its certified English translation;

2. Original Philippine Passport;

3. Original Dutch Passport;

Basic Fee :     Euro 22.50

Other Fee:     Euro 3 (photocopy services)

4. An additional fee of Euro 22.50 will be charged if the applicant is also executing an Affidavit of Renunciation of Philippine Citizenship.

*Please note that Philippine law does not require any citizen to renounce his/her citizenship upon acquisition of a foreign citizenship. Renunciation of Philippine citizenship is a choice left to the applicant.

GUIDANCE AND COUNSELLING PROCEDURE FOR FILIPINO SPOUSES/PARTNERS OF FOREIGN NATIONALS

Effective 4 April 2005, the new guidance and counseling procedure for spouses and partners of foreign nationals was implemented.

Under Department Orders No. 11-97, No. 15-89, and No. 28-94 of the Department of Foreign Affairs, Filipino spouses and other partners of foreign nationals are required to attend the guidance and counseling program as a pre-requisite to the issuance of passports. The objective is to help the said clientele make informed decisions and prepare them for the realities of cross-cultural marriages.

The St. Mary Euphrasia Foundation-Center for Overseas Workers (SMEF-COW) and the People’s Reform Initiative for Social Mobilization Inc. (PRISM) conduct the guidance and counseling program to Filipino spouses and other partners of foreign nationals. The Commission on Filipinos Overseas (CFO) issues the guidance and counseling certificate to clients who have satisfactorily completed the guidance and counseling requirements at SMEF-COW or PRISM.

Counseling Requirements for Filipino spouses and Other Partners of Foreign Nationals

1.  Two (2) valid identification cards with photograph
2.  Duly accomplished guidance and counseling form
3.  If married, certified true copy and photocopy of marriage contract on security paper from the National Statistics Office (NSO), or the Local Civil Registry Offices (LCRO); or original and photocopy of Report of Marriage issued by the Philippine Embassy/Consulate in the country where marriage took place
4.  Other documents as may be required by the counselors; and
5.  Counseling fee: PhP 250.00

Note:  Only 12 counselees in Manila and 10 counselees in Cebu are accommodated per session, on a first-come, first-served basis. Please check the CFO website for the schedule of Guidance and Counseling Sessions in Metro Manila or Cebu for those planning to go to the Netherlands.

After receipt of passport and visa, the Filipino spouses and other partners of foreign nationals will have to register with the CFO prior to their departure. Registration is done either in CFO Manila or CFO Cebu Extension Office, Monday to Friday, 0800H to 1700H. An emigrant registration sticker is affixed to the emigrant’s passport as proof of registration.
