A. FOR FILIPINO CITIZENS WHO WISH TO MARRY IN THE NETHERLANDS
Filipinos with Dutch partners should notify and secure an appointment with the office of the municipality where they live if they intend to get married or if they intend to secure a registered partnership. Please note that the dc option of registered partnership is not recognized under Philippine law. Same-sex marriage is likewise not recognized.
Filipino nationals may obtain more information on marriage and registered partnerships in the Netherlands by visiting the English website of the Dutch Ministry of Justice, at http://english.justitie.nl.
Requirements: Please present original documents and submit its photocopy.
- Personal appearance of both contracting parties
- Duly accomplished application form for Legal Capacity to Contract Marriage (LCCM). Please note that the LCCM is valid for only 120 days
- Valid Philippine passport
- Birth certificate printed on NSO security paper and authenticated by the DFA in Manila.
- Certificate of No Marriage Record (CENOMAR) printed on NSO security paper and authenticated by the DFA in Manila. Please note that the CENOMAR is valid for only six (6) months from the date of issuance by the NSO.
For applicants whose marriage was annulled:
- Certificate of Finality of Decision and Court Order/Decision authenticated by the DFA in Manila. Please present original.
- Amended Marriage Contract (with annotation of the annulment of marriage) on NSO security paper authenticated by the DFA in Manila.
For widows/widowers:
- For those whose spouse died in the Philippines, Death Certificate issued on NSO security paper authenticated by the DFA or Court Order of presumptive death (in case spouse had been missing for a number of years and has been presumed dead) authenticated by the DFA.
- For those whose spouse died outside the Philippines, original or certified true copy of the Death Certificate with English translation and legalized or authenticated by the Ministry of Foreign Affairs of the country where the Death Certificate was issued.
6. Pursuant to Article 14 of the Philippine Family Code, persons between the ages of eighteen (18) and twenty-one (21) must secure an Affidavit of Consent to their marriage of their father, mother, surviving parent, or guardian, or persons having legal charge of them, in the order mentioned. Further, under Article 15, persons between the ages of twenty-one (21) and twenty-five (25) must submit an Affidavit of Advice from their father, mother, surviving parent, or guardian, or persons having legal charge of them, in the order mentioned, regarding their intended marriage.
Please note that the Affidavit should be notarized and then authenticated by the Clerk of Court of the Regional or Metropolitan Trial Court and by the DFA in Manila.

B. FOR FILIPINO CITIZENS WHO WISH TO SOLEMNIZE THEIR MARRIAGE AT THE PHILIPPINE EMBASSY
Articles 10 and 75 of the Family Code of the Philippines (Article 75 and Article 10) provide that marriage may be solemnized abroad by the Consul-General, Consul, or Vice-Consul when the marriage is between Filipino citizens, male and female. The consular officer shall perform the issuance of the marriage license and the duties of the local registrar and of the solemnizing officer with regard to the celebration of the marriage.
Requirements:
- Personal appearance of both contracting parties
- Duly accomplished application forms for Marriage License
- Valid Philippine passport as proof of Philippine citizenship of the contracting parties.
- Birth certificate of the contracting parties printed on National Statiscs Office (NSO) security paper and authenticated by the Department of Foreign Affairs (DFA) in Manila. The original Birth Certificates will be returned after the solemnization of marriage.
- Certificate of No Marriage Record (CENOMAR) printed on NSO security paper and authenticated by the DFA. Please note that the CENOMAR is valid for only six (6) months from the date of issuance by the NSO.
Please present the original document.
For applicants whose marriage was annulled:

7. The contracting parties are advised to make sure that at least two (2) witnesses above twenty-one (21) years old, preferably one male and one female, are present during the Solemnization of Marriage. The date of the marriage should be arranged and finalized with the Consular Section.

C. EMBASSY REQUIREMENTS FOR DUTCH NATIONALS WHO WISH TO MARRY IN THE PHILIPPINES
Requirements:
- International Birth Certificate from the Gemeente. The Birth Certificate should first be legalized by the Dutch Ministry of Foreign Affairs (Ministerie van Buitenlandse Zaken) located at Bezuidenhoutseweg 67, 2594AC Den Haag with tel. no. 07.03.48.64.86
- International Certificate of Single Status from the Gemeente legalized by the Ministerie van Buitenlandse Zaken also.
- After the two documents (International Birth Certificate & International Certificate of Single Status) have been legalized by the Ministerie van Buitenlandse Zaken bring it to the Philippine Embassy in The Hague for legalization. Check the legalization fee at the bottom.
- Upon arrival in the Philippines, report to the Dutch Embassy in Manila or Dutch Consulate in Cebu for issuance of the Certificate of Legal Capacity to Contract Marriage.
Please note that the above requirements are only for civil marriage. Please inquire from the local parish church for additional requirements.
