ADVISORY FOR THE FILIPINO COMMUNITY IN THE NETHERLANDS

ON SENDING BALIKBAYAN BOXES TO THE PHILIPPINES

05 August 2016 – The Philippine Embassy in Netherlands wishes to inform the Filipino Organizations and Community in The Netherlands the following letter dated 19 July 2016 from Commissioner Nicanor E. Faeldon of the Bureau of Customs (BOC):

Under Customs Memorandum Order No. 79-90 or the Revised Rules and Regulations Governing the Entry of Non-Commercial inbound Consolidation Shipments from Filipino Abroad and based on Customs practices and procedures, once the cargo arrives in the Philippines, the local consolidator or courier shall file the necessary documents with the BOC.  The BOC shall then assess the duties and taxes and the local consolidator or courier shall deliver the goods to the intended recipients.  However, there are instances when the local consolidator does not pay the duties and taxes which cause the balikbayan boxes to remain unreleased.

Please be further informed that the Bureau of Customs is currently reviewing its existing procedures to ensure the timely release of the packages to their intended recipients.  BOC likewise expressed their assurance that it is exercising utmost care in handling these packages. 

18 July 2016 - The Department of Foreign Affairs - Overseas Voting Secretariat (DFA-OVS) announced on July 15, that Filipino overseas voters may now transfer registration to participate in the upcoming Barangay and Sangguniang Kabataan elections pursuant to COMELEC Resolution 10152 dated July 15, 2016 entitled: “IN THE MATTER OF TRANSFER OF REGISTRATION RECORDS OF OVERSEAS VOTERS FROM POST TO LOCAL REGISTRY FOR PURPOSES OF THE FORTHCOMING BARANGAY AND SANGUNIAN KABATAAN ELECTIONS.”

 

Overseas voters can transfer their registration records overseas to the local registry by:

  • Filing an application for transfer of registration records from Post to local registry from July 15-30, 2016. All applicants for transfer shall accomplish and file applications for transfer (OVF No. 1-B).
  • Application for transfer may be filed at the following:
    1. Office of the Election Officer (OEO)
    2. Embassy/Consulate
    3. Office for Overseas Voting

  • COMELEC Resolution 10152 is applicable only to overseas voters who will apply for transfer of registration from Post to the local registry of municipality/city/district other than his/her residence as indicated in OVF No. 1 or as recorded in the local CVL. END

 

06 May 2016—The Philippine Embassy in the Netherlands wishes to inform registered Filipino overseas voters in the Netherlands that elections at Post will close at exactly 11:00H on 9 May 2016 (Monday) following the closing of voting designated by the Commission on Elections (COMELEC) in the Philippines at 17:00H (Manila time).

However, per OFOV Guidelines 2016-009 from the COMELEC, the Embassy will continue to accept mailed ballots via Post NL or other courier services until 12:00H on 9 May 2016.

On the other hand, overseas voters who wish to personally turn over their sealed ballots at the Embassy are urged to do so before 11:00H on 9 May 2016, as those who come after this time with their ballots may no longer be accepted.

The COMELEC has advised that the closing of voting on 9 May 2016 at 17:00H Philippine time shall be strictly observed. As such, no walk-in voters shall be allowed to deliver their mailed ballots after the close of voting hours at 17:00H (11:00H NL time).  

The Embassy reiterates to all registered Filipino overseas voters that voting is open at the Embassy on 8 and 9 May 2016 (Saturday and Sunday) from 09:00-16:00H (End).

The Philippine Embassy in the Netherlands wishes to inform registered Filipino overseas voters in the Netherlands that per OFOV Guidelines 2016-003 of the Commission on Elections (COMELEC), those who have not yet received their electoral packets can now vote.

These active overseas voters are urged to visit the Embassy as soon as possible to claim their electoral packet upon presentation of a valid Philippine passport.

The Embassy will be open for voting on 7 May (Saturday) and 8 May (Sunday) 2016 from 0900H – 1600H (End).
